Weaver & Household Enumeration Protocol

BTR Handloom & Textiles Directorate • C-DAC Kolkata

1. Objectives & Scope of BTC-CWDB

The Centralised Weavers Database (BTC-CWDB) is the sovereign digital registry instituted under the Directorate of Handloom & Textiles, Bodoland Territorial Council (BTC) in partnership with C-DAC Kolkata. Its primary mission is to create a verified, geo-referenced digital census of every active weaver, traditional loom owner, and artisan household across all five BTR districts: Kokrajhar, Chirang, Baksa, Udalguri, and Tamulpur.

Important Advisory: Every weaver registered in the CWDB is allocated a unique biometric/geo-tagged Weaver Registration ID. This ID is mandatory for accessing government subsidies, raw material yarn depots, cluster training allowances, jacquard card punching services, and direct market linkages.

2. Step-by-Step Registration Procedure

Follow these sequential stages to complete household and individual weaver enrollment:

01
Step 1: Household Demographic Census

The head of the artisan household submits initial basic demographic information, residential address, district, block, and village details.

02
Step 2: Individual Weaver Skill Profile

Details for each active weaver in the household are documented, including loom type (Frame, Pit, Loin, Jacquard), yarn preferences, and monthly fabric production.

03
Step 3: Field Verification & Geo-Tagging

Authorized BTC Field Enumerators and Handloom Inspectors visit the artisan loom location to verify working loom status and capture geo-coordinates.

04
Step 4: Approval & CWDB ID Issuance

Upon verification by the Sub-Divisional Officer, the official BTC-CWDB Digital Identity Card and certificate are approved and dispatched.

3. Mandatory Documents Checklist

Keep scanned copies or physical certificates of the following credentials ready before initiating registration:
